Removing the grit in the system

Changes needed for a more efficient planning application process

23 Jul 2026
The focus from Government and the development sector has shifted: from ‘major planks’ of planning reform over the last few years to what the Minister refers to as “a renewed emphasis on removing ‘grit’ from the planning process to ensure that the application journey is as fast and easy as possible”.
This report, commissioned by the Land, Planning and Development Federation, reinforce the well-established view that the planning process has become increasingly unwieldy for applicants and overly contentious.
It identifies three core principles that should be addressed at every stage of the process. The report then considers five stages of the planning process and the challenges that are currently slowing determinations at each of these. We identify a key performance indicator for each, and a set of recommendations to improve the system.
