On 10 September, Mayor of London Sadiq Khan announced that the capital's first Night Time Enterprise Zone (NTEZ) will be established along Walthamstow High Street.
The pilot NTEZ will run from October to January 2020 and will receive £75,000 of funding to trial a range of proposals aimed at boosting the vitality of the town centre, supporting local businesses and improving access to shops and services between 6pm and 6am.
The proposals to be piloted in Walthamstow will include:
- premises to be offered at low-cost to test out new evening enterprises;
- production of a step-by-step guide on how to navigate planning and licensing for businesses looking to offer evening or night-time activities;
- funding provided for local businesses and community organisations to help cover costs of facilities required to host evening activities;
- crowdsource a printed and online map and event listing; and
- a ‘shop local late’ campaign to encourage residents to support their local independent businesses and encourage local retailers to extend their operational times
NTEZs were first put forward to the Mayor by the Night Time Commission in its report “Think night” published last year. By encouraging and diversifying the activities across London’s high streets after 6pm, the Commission believe that London will become more liveable and pressure will be relieved from its infrastructure. New opportunities will also arise for business and community activities, whilst also improving the working conditions of the 1.6 billion employed in London’s late-night economy.
The proposals are closely linked to Policy HC6 in the draft New London Plan which calls on Boroughs to develop strategies for boosting the night-time economy, “building on the Mayor’s Vision for London as a 24-Hour City”.

Gatwick Airport publishes five-year investment plan and begins DCO process for existing Northern Runway
Gatwick Airport has published its 5-year Capital Investment Programme (CIP), outlining £1.11 billion of spending that will see investment in new infrastructure, automation and technology.
The programme of works has a strong focus on improvements to facilities for passengers and airlines, as well as investment in operational performance to improve resilience and create future capacity.
The CIP will support the delivery of the Pier 6 western extension, main runway technology optimisation, and railway station development.
Further to this, the Airport has also announced that it has now initiated the process to bring its existing Northern Runway into routine use and has now given notice to the Planning Inspectorate of its intention to prepare a Development Consent Order (DCO) application.
Housing Infrastructure Funding to unlock 14,000 homes in East London
The HIF was set up to help deliver physical infrastructure including transport and travel, utilities and digital communications, schools and community facilities needed to allow additional housing to be built.
The upgrades to the East London Line will allow for more frequent services as a result of improvements to signalling works and power supply upgrades. The funding will also support the delivery of a new Overground station in Bermondsey at the former Surrey Canal Road Station site.
The new station will be integral to a number of major regeneration projects in south east London, specifically developments at Canada Water, New Bermondsey and Convoys Wharf.

Walthamstow’s Night Time Enterprise Zone proposes a combination of financial and practical support to encourage businesses and the community to invest in and expand its night time economy. It will be interesting to learn whether the short pilot has sufficient time to improve the night time economy and consequently Walthamstow High Street’s viability more generally in order to encourage the Mayor take the NTEZ proposals forward beyond the pilot.
