Stephen joined Lichfield’s in 2019 as a Senior Director, having previously led the Midlands Planning and Development team and national Public Sector offer at Avison Young (formerly GVA). Stephen’s dual role is to facilitate the growth of Lichfields’ Birmingham office and take a lead expanding the company’s Public Sector business nationally.

Stephen advises a range of public sector and ‘blue chip’ private sector organisations on strategic planning, estate rationalisation, urban transformation and economic matters. His experience in delivering strategic public land for development is probably unrivalled, working with public agencies and their developer/investor partners. He has extensive knowledge and contacts in the Midlands market in a range of development sectors which will contribute significantly to office growth.

His projects include advice to the Defence Estate Organisation and Homes England on portfolio strategy and planning promotion of strategic sites in areas such as London, Hampshire, Cambridgeshire, York and Kent. He advised the West Midlands Land Commission and Black Country Authorities on housing delivery; secured planning consent for the Library of Birmingham; Snow Hill and New Street Station and advised Birmingham City Council on the development of HS2 Curzon Station and its environs, including Smithfield and Digbeth.

Stephen is a highly experienced expert witness and regular commentator in the media.
