Richard Coburn

National expert in economic planning, economic appraisal, development economics and strategy, Richard has extensive experience advising local authorities, national agencies, government, LEPs and transport authorities.

Richard is the lead economic development advisor to National Highways. Prior to joining Lichfields in 2022, he led a pioneering study for Government assessing the economic and development impacts of proposals to extend the Elizabeth Line east to Kent. Richard has led many business cases for local authorities successfully securing substantial regeneration and economic growth funding and has undertaken rigorous economic impact assessments of infrastructure proposals and assets including the Port of Southampton and HS2.
