Rachel Clements

Rachel is a highly experienced planner who specialises in housing need, including demographics and housing land supply issues. She advises public and private sector clients on development strategy and policy matters, including public sector evidence base studies, housing appeals concerning housing need, five year housing land supply and strategic land promotion. Rachel is skilled in utilising Lichfields’ Headroom framework, formed in response to the abolition of Regional Strategies in England. Rachel joined Lichfields in 2012 having previously worked as a Development Control Officer for a Local Authority.
