We have looked at several local authorities in more detail which have resulted in varying performances based on the two methods. A snapshot of these authorities’ performance during the current plan period is shown below showing the years where a full set of data is available.
Based on the 2019 Housing Land Audit, Edinburgh would have been in deficit based on the residual method in 2019, however, would have had a significantly higher performance based on the average method. By 2023, this could be expected to be resolved with a more positive performance based on the residual method as the significant increase in forecast completions from 2018 is taken into account and the compounded five year requirement starts to reduce. Should these projected completions be accurate, the housing land requirement will be met and there will be a surplus in housing land supply.
It is noteworthy that all years where there is positive performance against both calculations, these are on the basis of projected completions rather than the actual performance of the housing land supply.
