Assessing the Capacity for New Purpose Built Student Accommodation

A high number of Local Plans and Supplementary Planning Documents are including policy requirements to provide new student accommodation. This reflects concerns over the impact students can have on the housing market and perceived impacts on local communities, as well as a general desire for a higher standard of student accommodation.
Councils are also seeking evidence of the need for the level of accommodation proposed to ensure that there is not an oversupply created within university towns and cities. This presents a challenge to developers who, as a result, are required to demonstrate capacity and need, as well as the benefits of granting permission.
