The Highland Wide LDP identifies a total housing land requirement of 33, 248 which are split over 2 phases between 2011 and 2031. The annual completions show that there has been a fairly substantial undersupply in the years to date compared to the housing land requirement. As a result, the housing land requirement has significantly increased based on the residual method. In comparison, whilst the average method still identifies a shortfall against the housing land requirement it is at a much lower level due to the previous shortfall and HLR phasing not being taken into account. It is likely that Highland will not meet the identified housing need by the end of the plan period due to the shortfall identified in both methods, albeit, the shortfall based on the average method would be significantly lower.
