Stirling has a housing land requirement of 6,417 between 2015 and 2027. The 2020 HLA identifies that Stirling was in a shortfall based on both methods due to an underperforming housing land supply between 2015 and 2021. The extent of the shortfall reduces by roughly ¾ at 2020 when the average method is applied. However, Stirling’s completions are projected to increase by 2023, resulting in projection of a positive performance based on the average method as the supply surpasses the five year requirement. However, due to the shortfall in previous years, the residual method continues to a fairly significant shortfall which, if continued to 2027, would result in Stirling not meeting the over housing need for the plan period.
